Elmo, the beloved red-furred Sesame Street character, made history in 2002 as the only non-human to testify on Capitol Hill. He was also the first Congressional witness who attempted to eat the microphone. Elmo was invited by Duke Cunningham of California to testify before the House Education Appropriations Subcommittee to urge more funding for music research and music education in public schools. While unconventional, Elmo’s testimony was designed to draw attention to underfunded music programs, and, to that end, it achieved just that.
