So why is this answer correct? : John Dickinson, a member of the First and Second Continental Congresses, wrote the Articles of Confederation and Perpetual Union in 1777. The fourth of six versions of a constitution presented to the Continental Congress, it was ratified by the states and went into effect on March 1, 1781. However, the Articles of Confederation were flawed, and in 1786, the Constitutional Convention met in Philadelphia to dissolve the Articles and devise a new system. Article I of the original document is still relevant — it declared the formal name of the new country would be “The United States of America.”
