So why is this answer correct? : Before he wrote the Bill of Rights, James Madison argued against it. He felt the Constitution already promised these rights and that by adding explicitly guaranteed rights, it would limit citizens’ rights to those in the document. At the time, Madison was a member of the U.S. House of Representatives, and he eventually wrote and submitted 17 amendments, which were consolidated into 12 amendments presented to the states for ratification. One of the rejected amendments was ratified in 1992 — the 27th Amendment restricts Congress’ ability to raise its own pay.
